Raffle Tickets as Fundraisers

As a general rule you cannot conduct a raffle to raise funds because it is considered gambling. Most states have exceptions for charitable and civic organizations. In almost all circumstances you cannot get around state laws by giving away raffle tickets while selling the same raffle tickets. In some states giving away raffle tickets that are otherwise sold is expressly prohibited.
